There will be next year. The situation is the same as last year's situation when there weren't rumors about Cavani.

ADL is playing hardball for Cavani. His team doesn't really need the money. But Cavani wants out and they are forced to sell. Just like last year Napoli made sure that Cavani and Hamsik are not for sale (they had Lavezzi to bring money), this year it's Hamsik who's not for sale.

And even if Napoli are willing to hear offers, they won't accept anything under 50m eur. Lets face it, noone will pay so much for Hamsik.
It will take Hamsik to ask for a transfer (this summer he publicly stated that he intends to stay in Naples) and only then Napoli will be willing to hear the offers.
