He's not playing for a small club right now. He's also playing in his homecountry. Playing for Juventus would mean living abroad, perhaps having to do without his family/girlfriend for a while. I can see why he needs a bit of time to think about it. Surely you'd need the same if you got an offer from a firm to work abroad.

Factor in that Gotze is German (playing in his own country for the club he idolized as a child) and it makes sense that he needs a bit of time to mull things over.
