Do the clubs in Germany function as in England, I mean does the coach manage the transfers or is there another person who does that?

Someone else, f.e. for Wolfsburg, Dieter Hoeness does these things.
He also deals the transfers
not in schalke though.....
magath is the person who does it....he has quite a lot power there.....
other than that there i normally a sporting director....
like honess for wolfsburg or nerlinger for bayern and so on

He has Swiss passport and even though they're not EU, he'll be considered as one. At least I think so.

Sure, why not. Could be a great sub for Aquilani and add to overall depth of the squad. Naturally he's a more offensive midfielder, likes to shoot at goal, but lately he's been played deeper and was very good under Magath last year.

If his contract is really expiring and we can get him for a couple of mil, this is a no-brainer really.
Do you think he would be good as a LW?
