I don't think the Pelle assessment is fair. He's a very good player and only began to get recognised really late in his career, a lot like Luca Toni.
Gervinho was terrorising defences in Italy like he was Messi.
The only valid point is that Italy has had a very good season in Europe while England has had a terrible one. And really, that's the one and only argument that matters. I don't think Italy is there yet but the degree to which Italian sides are overlooked by journalists these days is really laughable.
Serie A isn't what it used to be but there's plenty of quality in Juventus, Napoli, Roma, lazio, fiorentina, and soon probably inter to easily overtake Germanys top 6 for example. But unfortunately, Spain is a class above Series A at the moment with 3 teams realistically competing for the champions league each year. As for England, they just have way too much money and a few bad seasons in Europe isn't enough to convince me that their top sides are lacking quality.
I don't really know what needs to happen for Serie A to regain the top position again, but I know it's not going to be any time soon. However, I do think of the following things happen, the recovery process should go a lot faster.
1. Teams like Fiorentina/Udinese/Samp need to keep their top players within Serie A and not sell them abroad. I think Italy has great scouts and there are constantly great players emerging from the league year after year.
2. Continue taking Europa league seriously. I'm really happy there are two teams in the semis this year and even torino put up a good fight. There should be more of the same kind of mentality every year in Europe and that will undoubtedly attract more media attention, interest, sponsorship etc
3. Follow the Juventus model and spend wisely and cleverly. Teams should make smarter purchases and know their limits. Italy doesn't have the financial power of the premiership and cannot afford to make the same kinds of deals. Instead they should rely on youth and signing good quality for virtually no money. (Evra is a good example)
4. I've read a lot of people talk about how the Milan sides to get back to their best and even though I think there's some truth to it, I also think it's overstated. Leagues constantly have teams that shift places. Liverpool and Tottenham dropped down a few levels, while Arsenal and City went up as compared to 5 years ago. Same thing with athletico and Valencia switching roles in Spain. Yes the Milan clubs did collapse but they'll be back soon enough, in the meantime I think the other teams can easily take their positions and represent Italy in Europe quite well.
