Harry has been great for two seasons now with Spurs, I honestly can't get why you underrate the guy so much. He got Spurs from ruins last season with them at the bottom of the table to an 8th place finish that was one point short of EL qualification with wins over the likes of Chelsea (their only defeat under the great Dutch manager) and Liverpool. While this season he got them to the semi final of the FA Cup with Portsmouth lucky win in the dying minutes of extra time and them being knocked out by no other than the eventual champions of the Carling Cup man utd. Not to add his extraordinary achievement getting Spurs for the first time in their history to the CL with them competing to the last days with the likes of Man City(infinity budget), Liverpool and Villa.
In short, Harry is one hell of a manager and any team he ends up managing if he leaves Spurs are a lucky one indeed.

The point I'm trying to make is that Harry is suitable for Spurs, but would he have been picked by Chelsea or United? Would Barca pick such a coach? Heck, only the Inter of old would take such a gamble. Remember the Spurs fans did not like him when he first arrived and I'm sure the Saints fans will agree he isn't all that.
Del Neri has not even achieved half of what Harry has achieved and therefore like Harry, would not be considered by any of the top teams.
