Nope.
In case Holland beats Romania then the Italians will only need 1:1 draw to qualify.

The question is, what happens if Italy-France play 0:0 and Holland beats Romania ? In the mini table Romania and Italy will both have 2 points and 1:1 goal difference.
Perhaps then the result against Holland will be the decider ?

and If Romania loses 3-0 against Holland, they will be equal a gain with Italy, and France should qualify because of the one goal they scored, that's the only logical way.

I believe then yellow cards will decide who goes to the 1/4's.
Jack found the rules 2 days ago where it was said that yellow cards were next in line after H2H and Goal difference.

    If 2 or more teams are equal on points on completition of all the matches in their group the following criteria will be used to determine the rankings in the order given :

    a) number of points obtained in the matches between the teams in question (here all three of Romania, France and Italy will be equal)

    b) goal difference in the matches among the teams in question (here all three of Romania, France and Italy will be equal)

    c) Number of goals scored in the matches among the teams in question (here France are out while Italy and Romania will be equal)

    d) goal the difference in all the group matches (Italy and Romani are still equal)

    e) number of goals scored in all the group matches (still equal)

    f) coefficient from the qualifying competitions for the WORLD CUP 2006 and 2006/08 European championship (points obtained devided by the matches they played) THIS WILL BE THE DECIDER, not yellow cards

    g) Fair play

    And everyone babbling on about the defence. We were the least passed defence during the EURO Qualifications.

    And now we are the least passed defence in the EURO's after two matches.

    So in the qualifications for the WC 2006 Italians won 23 points on 10 matches and they won 29 points on 12 matches in the EURO qualifications.
    Romanians won 25 points on 12 matches for the World Cup and they won 29 points on 12 matches in EURO qualifiers.

    In total Italy won 52 points on 22 matches (coefficient 2.36)
    In total Romania won 54 points on 24 matches (coefficient 2.25)

    Italians will qualify

    Well let's wait and see if Holland win by 3-0 and Italy play 0-0.

    I believe it won't be the case,in both matches.especially Holland's.

    so in conclusion, If Romania doesn't lose by more than 2 goal margins in case italy vs France ends 0-0. Romania qualify, If they lose more than 3 goal margins, Italy qualify, again if Italy vs France is 0-0.

    And if Romania loses, and France vs Italy ends draw with goals, Italy definitely qualifies.

    So France need to win in any case to qualify, yeah? (unless Romania wins)

    Correct me If I am wrong.

    You are 100% right.
    only France's (qualifying) coefficient points stuck in my head. will France be eliminated in the rule C and continue with the alphabetical order between Italy and Romania only? or they continue the rules between the three since two teams aren't eliminated yet (in the rule C)?

    Please leave and take your Dutch glasses off. On another day, France would score like 4/5 goals against the Dutch pathetic defence. The Netherlands just got lucky and the score isn't fair against France. They dominated the whole match and the Dutch only got lucky for taking their chances. I'm no Holland hater, but lets just face the truth. If they were a little bit more unlucky they would've lost. And the most frustrating thing is that I have to hear and watch those stupid Dutch talk about winning 3-0 from WC champion and 4-1 from the WC vice-champion. You are acting like you've already won the cup.
