na i found out it is the order you finished with the 2 leagues combined.......since juve finished last in serie a, lecce and treviso are ranked higher because they finished 19 and 18. and the 3 teams going up to serie A took our spots at 18 19 and 20 so we take their behind them.......atlanta finished first so they get 18 and so on......the stupid thing is inter is ranked 1 lol
