Even though Suarez stepped on him, it's hard to say it wasn't a foul because of the dumb challenge. I don't know enough about the rules in missed tackles like that as to whether that is supposed to be a penalty or not.

Im no expert either but for one, he clearly simulated. Too soft imo as he could have easily went on
