It's difficult to tell from the vantage point of the photographs, but it looks like the pier is at such an angle that the cranes would be unbalanced and topple off. I can't believe that either one of those crane operators thought that they could do what they tried...

The last picture is a fake. I saw this in the newspaper at the time and it didnt show the second lorry falling into the water.

Either that or a cover up
