Look at the top teams in Europe, they use a 14/15 man rotation the majority of the year. And the majority of the players we have on the bench are average or suck.

A tight rotation of 14/15 is all you need IMO, they are professional players, they are expected to play 2 games a week.

I think Conte is thinking of the team as big as we could afford playing with nonchalance and still win. This works when you have prolific forwards and this is why we needed them this term way much more than the purchases we got.
