Basically keep the teams involved in the scandal in Serie A due to the accomplishments of the Italian national side, but the government doesnt have any power in the decision making so there is only a slim chance that an amnesty will be granted.

once this proposal win over 2/3 votes in the parliament, the president of Italy will make the decision to carry out this amnesty
thats the procedure. but 1st we need a guy in the parliament to propose this plan
