You would think so, but that does happen. Austrian and Hungarian dialects, for example, though direct neighbours and for a long period in history part of the same empire, barely resemble each other.

:D That's how it works though: it'll all go via the embassy. And be prepared for a really tough interview with their security personnel. They have questions devised to figure out your true personality etc etc It's really hard.
