    No, it's all competitions. Juve cunningly decided to fail to qualify for Europe this season to be able to claim to be the only unbeaten team. I would argue that lower league teams who are unbeaten should also be counted, since it's about as fair as claiming Juve are unbeaten and Man City aren't.
