Because it is discriminatory. If half of an Italian team's players have to be Italian, that is discriminatory against a player from Spain who wants to play in Italy, so is not compatible with the EU principle relating to the freedom of movement of workers.

It's not hypocritical. The football authorities didn't want to ditch the 6+5 thing, they had to because the EU wouldn't allow it.

That idea was ditched because it was deemed incompatible with EU law. FIFA obviously didn't want to publicise that they were ditching it, though, because they did it very quietly on the day before the World Cup started, so no-one would notice.
