How can you get such a ticket from tabachi stores? You mean they are selling official tickets and not re-selling them?

As far as I know, your should be on the ticket or you can't enter the stadium. How do you solve this issue?

It seem that a very small number of tickets was released when general sale started. Today I noticed that after "sold out" in the first day, the status is "on sale" again and tickets can by purchased on listicket.it. Hopefully, the lack of membership won't prevent me from buying a ticket...
