If they both recruited on the first day they'd be 3 and they're fighting each other and the cs. If it were 24 we could do 3GS to start.

20 is the minimum I'd start a game with. Would anyone be interested in playing a game with 2 rival gangster families? G vs g vs c vs g vs g vs c etc. 20 players 16 cs 2x2 g groups, one cc and one recruiter. You'd only end up with one more g essentially if they both recruited.
