Because people can't be bothered signing in there, and we're all in different time zones, which is why a message board is the most suitable option given a worldwide community.

It's human nature not to have the initiative to stay signed into the chat even if there's nobody there. So people go there, see nobody, and sign out. Repeat ad infinitum
